This template should be put at the top of a page, not the bottom or in any section. If you're looking for a way to signal that a section is not finished yet, use the sect-stub template. The optional parameter is to relate it to a specific topic (so it says This something-related article is a stub instead of This article is a stub). The optional parameter also categorises it in Category:Something stubs instead of Category:Stubs.
